Premier Mike Rann yesterday launched the final 30-Year Plan for Greater Adelaide that puts the building blocks in place for economic growth and prosperity for the next three decades.
“The 30-Year Plan for Greater Adelaide is the most comprehensive planning strategy ever adopted by a State Government,” Mr Rann says.
“This plan prepares us to maximise the opportunities provided to our State from the estimated growth in population during the next three decades.
“This isn’t a Plan that will sit on a shelf gathering dust. This is a living and breathing document that provides the catalyst for energising developments that will make Adelaide one of the world’s great liveable, competitive and climate resilient cities.
“This Government will immediately act on the objectives of the Plan, working closely with local government, industry and community groups to enable projects that will revitalise our city and make the most of our record investment in public transport infrastructure.
“One of the first projects to be targeted as a result of the 30-Year Plan for Greater Adelaide is the Northern Economic Corridor.
“This strategically important corridor covering more than 100 square kilometres stretching from Port Adelaide Enfield through Salisbury to the City of Playford has the capacity to accommodate an extra 28,000 jobs and up to 40,000 people.
“The Plan identifies new growth areas within this economic corridor for residential and industrial/employment land, which will now be subject to a comprehensive structure planning process led by the recently established Government Planning and Coordination Committee.”
Minister for Urban Development and Planning Paul Holloway says public consultation showed strong support for the 30-Year Plan and its central principles of housing people in a greater mix of densities close to jobs, services and improved public transport links.
“The Government has listened to South Australians and made many changes in response to feedback during the community consultation period,” Mr Holloway says.
“Two new principles – one emphasising protection of our natural resources and the others stating a commitment to community engagement – have been added to the draft’s original 12 principles.
“Policies regarding climate change have been strengthened and a new section on emergency management and hazard avoidance has been added.
“We have also clarified the policies on new metropolitan and township growth areas to address the impact of population growth on primary production in near the urban fringe and close to townships.
“Governance and implementation arrangements have also been further refined, including the role of the new high-powered Government Planning and Coordination Committee.
“These new governance mechanisms will play a vital role in delivering on our objective of ensuring our city makes the best use of its transit corridors and record surge in spending on strategic infrastructure.
Key changes to the population, jobs and housing targets include 11,000 people added to the Adelaide City Centre sourced from a reduction of 7,000 people in the Western Region and 4,000 from the Eastern Region.
The updated Plan shows a significant reduction in the population targets for the Barossa region, and an increase in the Northern Region.
An additional 4,500 people have also been allocated to Murray Bridge to allow for a reduction in the population target for the remainder of the Adelaide Hills region, including a reduction of expected population in Mount Barker.
Mr Rann says the Plan will assist South Australia to grow and develop while maintaining the benefits of our unique and enviable lifestyle.
“And we can do this in a way that locks in Adelaide’s quintessential charms, with 80 per cent of our existing urban character largely unchanged, as a result of the Plan” Mr Rann says.
“The key to achieving this objective is to concentrate on revitalising vacant and industrial areas around our major transport corridors, putting people near their jobs, shops and services and close to parks, ovals and cycling trails.”
